Putney Affordable Housing Committee Hosts an Informational Meeting on the Proposed Windham & Windsor Housing Trust project for Newman Hall & Noyes House

The Putney Affordable Housing Committee invites the community to an informational meeting to learn about the new project proposed by the Windham & Windsor Housing Trust to bring more affordable apartments to Putney. The meeting will be held on Thursday, March 31, 2016 at 7pm at the Putney Fire Station and is open to all. Connie Snow of the Housing Trust and Bob Stevens of Stevens & Associates Engineering will be on hand to present the plans and answer questions.

The project proposes the construction of new housing on the Newman Hall lot, which is located between Depot Street and Putney Landing Road, as well as the rehabilitation of the Noyes House on Kimball Hill. The plan would include a mix of family and smaller apartments for a total of 18 apartments with a combination of townhouses and accessible flats. The initial site plan shows 3 structures in a U-shaped arrangement around a south facing courtyard. Access is proposed from Putney Landing Road, not Depot Street. Newman Hall would be removed. Town water and sewer are available, and the site is within walking distance of the village. The other component of the project will be the purchase and rehabilitation of the Noyes House at 52 Kimball Hill Road and currently owned by Putney Cares.  The proposed historic renovation for the interior would re-configure it into four 1-bedroom units in the main house, and 3 single room occupancy units in an existing wing.

The Housing Trust has been working with the Putney Affordable Housing Committee since December 2015 to develop the proposed plans for the Newman Hall project. The Committee advises the Selectboard which may be asked to support a funding application by the housing non-profit to the Vermont Community Development Program. The Committee supports the town plan goals of creating and promoting more affordable housing in town and is hosting the informational meeting to share and discuss plans for this project with the public.

This would be the second project by the non-profit affordable housing provider in Putney. The Housing Trust opened the Dr. Laura Plantz House on Old Depot Road, a historic rehabilitation that gave Putney its first 11 permanently affordable apartments in 2015. It has been fully occupied since it opened in August.
